SB 1015 Summary

• Removes "update bid statement" from prequalification fraud provisions and consolidates requirements into a single "update statement" used for both certificate renewal and bid submission.

• Establishes a two-year disqualification period for contractors whose prequalification is revoked (five years if revoked for fraud or crime conviction); requires Commissioner of Administrative Services to notify Consumer Protection Commissioner and UConn president of false statements within 30 days.

• Allows public agencies accepting bids without required prequalification certificates or update statements to give bidders up to two business days after bid opening to submit missing documents, rather than deeming bids invalid.

• Reduces municipal response time for accepting surplus state property conveyances from 120 days to 60 days (with possible 30-day extension instead of 60-day extension).

• Clarifies that easements and rights-of-way granted by the Commissioner of Administrative Services for state projects require State Properties Review Board approval and notification to municipal officials and legislators.

• Defines integrated and nonintegrated works of art for state building art programs and specifies Department of Administrative Services responsibility for integrated works; requires Joint Committee on Legislative Management approval for art in legislative buildings.

• All provisions effective July 1, 2021.
