Each municipality must adopt and maintain a code of ethics by October 1, 2022, unless it has already adopted one prior to January 1, 2022.

The Office of State Ethics must develop and publish a model municipal code of ethics by January 1, 2022, in consultation with the Connecticut Conference of Municipalities and Connecticut Council of Small Towns, which municipalities may adopt to satisfy this requirement.

Each municipality must submit a notice to the Office of State Ethics by January 15, 2023, certifying compliance with the ethics code requirement and providing a copy of its code.

The Office of State Ethics must submit a compliance report to the joint standing committee on ethics by January 1, 2024, indicating the status of each municipality's compliance.

The Office of State Ethics may conduct a municipal ethics education program for municipal officials, employees, or municipal organizations within available appropriations.
