Members of municipal planning commissions, zoning commissions, combined planning and zoning commissions, and zoning boards of appeals must complete at least five hours of training within one year of election or appointment, effective January 1, 2023

At least two of the required five hours must include education on alternative or affordable housing

Training may be provided by the Department of Housing, the Land Use Academy at the University of Connecticut, or certified by the Connecticut Chapter of the American Planning Association, Connecticut Bar Association planning and zoning section, or similar professional land use associations

Training can be conducted through multiple formats including electronic media, video, distance learning, or traditional classroom settings

Each commission or board must submit an annual compliance statement to the municipal legislative body by March 1, 2024, and annually thereafter, affirming that all required members completed their training in the preceding calendar year
