SB 1041 Summary

• Prohibits any person from receiving fees or compensation for selling, soliciting, negotiating, or administering health care sharing plans for Connecticut residents, effective October 1, 2021.

• Defines "health care sharing plan" as arrangements where members collectively cover medical, health care, assisted living, prescription drug, or wellness expenses for other members.

• Classifies violations of the health care sharing plan restrictions as unfair methods of competition and deceptive insurance practices subject to existing penalty provisions.

• Prohibits licensed insurance department personnel from conducting business with or acting on behalf of health care sharing ministries or health care sharing plans, regardless of changes to federal health insurance requirements.

• Amends Connecticut General Statutes sections 38a-1 (definitions) and 38a-816 (unfair insurance practices) and adds new regulatory provisions effective October 1, 2021.
