Imposes a $7 surcharge on each commercial property, homeowners, and renters insurance policy delivered, issued, or renewed on or after July 1, 2022, for property located in Connecticut.

Requires admitted insurance companies to remit collected surcharges to the Insurance Commissioner by March 15 annually, and nonadmitted insurers' licensees to remit by February 15 annually.

Establishes the Connecticut Fire Safety Account to fund municipal fire training schools, regional fire schools, and Firefighter I certification costs for paid and volunteer firefighters who pass criminal background checks.

Extends the termination date for Connecticut Foundation Solutions Indemnity Company from June 30, 2022, to December 31, 2040.

Extends the Healthy Homes Fund surcharge ($12 on homeowner policies) from December 31, 2029, to December 31, 2040.
