Commission on Human Rights and Opportunities shall issue a request for proposals within 90 days to conduct a disparity study, with proposals due within 60 days of issuance.

Commission, in consultation with the Department of Administrative Services, shall select a proposer by January 1, 2022, based on criteria including anticipated cost, timeline, and proposer experience.

Study shall analyze the state's set-aside program (section 4a-60g) to determine if it effectively facilitates participation of small contractors and minority business enterprises in state contracts.

Study shall examine whether statistical evidence shows past or continuing discrimination in state contract awards, identify qualified small contractors and minority-owned businesses, and identify any unintentional barriers in state contracting processes.

Executive Director shall submit study findings and legislative recommendations to the joint standing committees on government administration and labor.
