Establishes that parole release panels for compassionate or medical parole release shall be composed of three members, with one serving as chairperson or a full-time member designated as temporary chairperson, effective October 1, 2021.

Grants the Board of Pardons and Paroles independent decision-making authority to grant medical parole for inmates with terminal conditions who are physically incapable of presenting danger to society, and compassionate parole for debilitated inmates who present significantly reduced risk and have served at least one-half their sentence.

Allows compassionate parole releases during major disasters or emergency declarations (including COVID-19 pandemics, disease epidemics, or natural disasters) if the panel finds circumstances pose higher risk of harm to the inmate if confined.

Requires correction officers who witness excessive or illegal use of force by another officer to intervene and stop it, and mandates reporting to supervisors; failure to intervene or report may result in prosecution, while prohibiting retaliation against officers who intervene or report.

Effective October 1, 2021 for parole provisions and effective from passage for correction officer use of force provisions.
