Commissioner of Public Health shall conduct a study of female genital mutilation in Connecticut in consultation with The Women's Center at UConn Health Center, with results due to the judiciary and public health committees by February 1, 2021

Study must identify public health interventions to eliminate female genital mutilation procedures by evaluating peer-reviewed medical literature from the United States and other affected countries

Study shall examine knowledge and training needs regarding communication, cultural competence, clinical identification, management practices, and counseling services for affected women

Study shall evaluate the effects of banning female genital mutilation on women seeking reproductive and maternal health services, including prenatal care

"Female genital mutilation" is defined as any procedure involving partial or total removal of external female genitalia or injury to female genital organs for nonmedical reasons, including piercing, cutting, removing, or sewing closed all or part of external genitalia
