Repeals and replaces Section 1-211 of general statutes effective October 1, 2021 to require public agencies maintaining computer storage systems to provide nonexempt data copies in requested formats including electronic mail, if reasonably feasible, with costs governed by Section 1-212.

Prohibits public agencies from entering contracts or obligations that impair the public's right under the Freedom of Information Act to inspect or copy nonexempt public records stored on agency computer systems.

Requires state public agencies to consult with the Department of Administrative Services before acquiring computer systems, equipment, or software for storing public records to ensure adequate public access rights at minimal cost.

Amends Section 1-214(c) effective October 1, 2021 to extend the objection period for employee records disclosure from seven business days to "not later than seven business days" after notice receipt, or nine business days if no evidence of receipt exists.

Allows employees to override their collective bargaining representative's objection to record disclosure by submitting written notice to the public agency.
