Commissioner of Administrative Services must study methods for assessing whether state agency policies create barriers to participation based on race, ethnicity, religion, income, geography, gender identity, sexual orientation, and disability

Each department head must review selected programs and policies for systemic barriers facing underserved communities and report findings to the Commissioner by December 1, 2021

Reviews must address barriers to enrollment in state programs, access to procurement and contracting opportunities (including small contractor set-aside programs), and assess institutional resources for civil rights offices

Commissioner must study strategies for allocating state resources to increase investment in underserved communities and individuals

Final report due to the General Assembly by February 1, 2022, describing best practices and summarizing department head findings, with potential legislative recommendations for pilot programs
