Removes references to "update bid statements" throughout Connecticut statutes, replacing them with "update statements" for contractor prequalification and bidding processes effective July 1, 2021.

Establishes penalties for contractors submitting materially false statements in prequalification applications, including contract termination and prequalification denial or revocation for 2-5 years depending on the violation.

Requires bidders to submit an update statement with each bid containing information about completed projects, current projects, key personnel, financial changes, and qualification status, with public agencies allowed to grant bidders up to two business days after bid opening to submit required documents.

Modifies the definition of "lowest responsible and qualified bidder" to base evaluation on objective criteria including past performance and information in the submitted update statement.

Authorizes the Commissioner of Administrative Services to grant easements on state-owned land to public service companies, district heating systems, water/sewer authorities, and telecommunications companies, as well as to acquire easements for state projects, subject to required approvals and prohibiting easements for radioactive or hazardous waste disposal.
