Establishes a Retired Teacher Advisory Council effective July 1, 2021, with nine members appointed by retired teacher organizations (two each from Association of Retired Teachers of Connecticut, CEA-Retired, AFT-Retired, and Retired Teachers' Healthcare Advocates, plus one non-voting Teachers' Retirement Board staff liaison) to provide input on matters affecting retired teachers.

Adds one new elected retired teacher member to the Teachers' Retirement Board who must be from an unrepresented retired teacher organization and enrolled in a board health benefit plan, elected by retired system members starting July 1, 2021.

Implements a 12-year term limit for elected board members (whether consecutive or non-consecutive), allowing completion of a term if the twelfth year falls during that term, effective from bill passage.

Caps professional health care consultation fees for board health benefit plan administration at $150,000 per fiscal year and requires the board to annually report detailed accounting of professional fees to all members by August 1st.

Requires the board to offer a Medicare supplemental plan to retired teachers on or after July 1, 2021, with coverage substantially equal to or better than basic and optional plans and including all state insurance mandates.
