Commissioner of Children and Families, in collaboration with the Commissioner of Correction, shall collect data on petitions for termination of parental rights, including cases involving incarcerated parents.

Department of Children and Families must publish aggregate data and analysis on its website by January 1, 2022, including the number of incarcerated parents named in termination petitions and children in foster care due to such terminations.

Published data shall include statistical analysis comparing likelihood of parental rights termination for incarcerated versus non-incarcerated parents, types of residential placements for affected children, and demographic information about parents whose rights are terminated.

Data shall include the percentage of parents who consent to termination of parental rights and reasons for consent, including whether attributable to incarceration.

Published data shall not contain any personally identifiable information and the act becomes effective October 1, 2021.
