Allows psychiatrists, psychologists, independent social workers, and marital/family therapists to provide outpatient mental health treatment to minors without parental consent if the minor requests it, the treatment is clinically indicated, and parental involvement would be detrimental to the minor's well-being, effective July 1, 2021.

Removes previous requirement that parental consent or notification be obtained after six sessions of treatment without parental knowledge.

Requires physicians, physician assistants, and advanced practice registered nurses to conduct mental health examinations during annual physical examinations beginning October 1, 2021.

Establishes a task force to study health benefits of psilocybin, with findings due by January 1, 2022, consisting of 10 members including legislative appointments and commissioners of mental health and public health.

Prohibits insurance companies from requiring mail-order pharmacy use and limits step therapy for prescribed drugs to 60 days, with exceptions for behavioral health conditions and stage IV metastatic cancer, effective January 1, 2022.
