Removes motorcycles from the exemption list for vehicle emissions inspections, requiring them to undergo periodic inspection of air pollution control equipment and compliance with emissions standards effective October 1, 2021.

Establishes mandatory decibel level testing for all motor vehicles subject to emissions inspection, with maximum noise limits set by section 14-80a; testing occurs at the same time as emissions inspections with fees not to exceed $20 for each biennial inspection.

Prohibits owners from disabling or removing noise-control equipment from vehicles and subjects violators to registration revocation unless equipment is restored within 60 days of notice.

Imposes a 50% sales and use tax on motorcycles and aftermarket motorcycle mufflers that exceed maximum decibel levels permitted under section 14-80a, effective for sales occurring on or after October 1, 2021.

Requires motor vehicle dealers to certify that sold vehicles comply with emissions and decibel level inspection standards, with penalties up to $50 for first violations and authority for registration denial or suspension for non-compliance.
