Repeals and replaces Section 6 of Public Act 17-238 to reduce the number of state land parcels conveyed to New Haven from eleven to six parcels, effective upon passage.

Conveys six parcels of land in New Haven to the city at cost equal only to administrative expenses, identified by specific street addresses and lot numbers on the Department of Transportation's compilation map from February 2019.

Requires the city to use the parcels exclusively for open space purposes, with all parcels reverting to Connecticut if the city fails to use them for that purpose, fails to retain ownership, or leases any portion.

Mandates State Properties Review Board approval of the conveyance within thirty days of receiving the proposed agreement from the Department of Transportation.

Assigns the State Treasurer to execute conveyance documents with reversion provisions and the Commissioner of Transportation to manage all other aspects of the conveyance process.
