Adopts Senate rules for the July 2021 special session based on 2021 regular session rules, with specified amendments to Rules 7, 9, 13, 17, 18, 19, 29, 30 and addition of new Rule 38

Allows bills or resolutions filed in the House to be acted upon first by the Senate with speaker consent, and bills filed in the Senate to be acted upon first by the House with President Pro Tempore consent

Establishes order of business as: reception of Governor and Secretary of State communications, introduction of bills and resolutions, reception of House business, and introduction of guests

Requires senators offering amendments with fiscal impact to provide signed written explanation of decreased expenditures or revenue sources to leadership and the president

Restricts special session to only bills and substantive resolutions specified in Joint Rule 7 and certified per Rule 9, plus resolutions concerning session rules, journal printing, and session expenses
