Expands the Board of Regents for Higher Education from 21 to 22 members, effective July 1, 2022

Converts the chairperson and vice-chairperson of the faculty advisory committee from ex-officio, nonvoting members to full voting members of the Board

Creates an exception allowing the faculty advisory committee chairperson and vice-chairperson to be employees of the Connecticut State University System or a regional community-technical college while serving on the Board

Grants faculty advisory committee members (other than the chairperson and vice-chairperson) the right to participate in discussions and deliberations at biannual Board meetings, but not to vote
