Repeals and replaces Section 10a-29 of the general statutes effective July 1, 2022, establishing criteria for in-state student tuition classification.

Grants in-state tuition classification to veterans who live in Connecticut, defined as persons discharged or released under other than dishonorable conditions from 90 or more days of active service in the armed forces, regardless of prior state of residence.

Extends in-state tuition classification to dependents of veterans, including recipients of the Marine Gunnery Sergeant John David Fry Scholarship (38 USC 3311(b)(8)) and those with transferred Post-9/11 G.I. Bill entitlement (38 USC 3319).

Maintains existing in-state classification criteria for domiciled persons, military members and their families, students from sponsorship programs, undocumented students meeting specific requirements, and out-of-state high school graduates.

Updates gender-specific language throughout the statute to use gender-neutral terminology.
