Establishes a nonprofit employee loan reimbursement program administered by the Office of Higher Education, effective July 1, 2022, providing annual grants up to $5,000 per year for up to three years to eligible nonprofit employees.

Eligibility requires attendance at an in-state institution of higher education and either 5,000 hours of work or 2.5 years of employment with a nonprofit organization in the state; applicants must be currently employed by a nonprofit at time of application.

Establishes a separate nonprofit health care employee loan reimbursement program providing a one-time grant up to $5,000 for health care providers or supporting staff who worked for nonprofit organizations during the COVID-19 public health emergency and for at least one year after it ended.

Allows the Office of Higher Education to develop additional eligibility requirements including income guidelines and to use up to 5% of appropriated funds for program administration, promotion, and recruitment activities in fiscal year 2023.

Permits unexpended funds to carry forward to the next fiscal year rather than lapsing at the end of the fiscal year.
