University of Connecticut Board of Trustees and Board of Regents for Higher Education must develop and adopt a policy on homeless and housing-insecure students by January 1, 2023, with annual reviews and updates.

Each public institution of higher education must administer an annual survey starting fall semester 2023 to collect data on student homelessness and housing insecurity, including demographic information and barriers to accessing housing and resources.

Each institution must provide grants or financial assistance to homeless or housing-insecure students for housing costs during the academic year and during closures exceeding seven days, subject to available appropriations.

Institutions must establish support teams, employ liaisons for general student support and LGBTQ+ students, provide trauma-informed practices training for faculty and staff, and offer medical care and mental health counseling assistance.

The Board of Trustees and Board of Regents must submit the adopted policy and implementation status reports to the joint standing committee on higher education by February 1, 2023, and annually thereafter.
