Chief Workforce Officer and Office of Higher Education executive director must issue a request for proposals within 45 days for a national organization to recommend changes to the Roberta B. Willis Scholarship program.

Proposed changes must include need-based financial aid for Connecticut residents at public and independent institutions, automatic eligibility notification via Free Application for Federal Student Aid (FAFSA), and annual notification to institutions by December 1st of student eligibility criteria and grant amounts.

Recommendations must consider feasibility of including private occupational schools in the program and estimate costs of providing need and merit-based grants to residents attending such schools.

Chief Workforce Officer and Office of Higher Education must jointly submit a report of recommended changes to the joint standing committee on higher education by December 1, 2022.

$33,388,637 is appropriated to the Office of Higher Education from the General Fund for fiscal year ending June 30, 2022, for the Roberta B. Willis Scholarship Program.
