Establishes an extended producer responsibility program requiring gas cylinder producers to submit stewardship plans to the Commissioner of Energy and Environmental Protection by July 1, 2023, with implementation required by October 1, 2025.

Requires stewardship programs to provide free, convenient collection of discarded gas cylinders (0.5 to 50 pounds water capacity) at eligible entities including transfer stations, material recovery facilities, and state parks, with pick-up and transport managed by producers.

Programs must establish performance goals for recycling and refilling cylinders, conduct public education, and submit annual reports including data on cylinders collected, recycled, and refilled, with audits required every three years.

Producers who fail to participate in an approved stewardship program are prohibited from supplying, selling, or offering gas cylinders for sale in Connecticut.

Commissioner may assess reasonable administrative fees to each producer, not to exceed $2,000 annually, and shall publish lists of compliant and noncompliant producers on the department's website.
