Requires all operators of youth ice hockey activities and intramural or interscholastic ice hockey events to mandate protective neck guard use for participants ages 3-18 effective October 1, 2022

Defines "youth ice hockey activity" as organized ice hockey involving participants who pay a fee or whose costs are sponsored by a municipality, business, or nonprofit organization, excluding college/university hockey and incidental nonathletic programs

Requires operators to provide written or electronic notice to parents or guardians by July 1, 2022 and annually thereafter that protective neck guards are required, to be provided upon registration

Defines protective neck guard as equipment worn around the neck to prevent injury from pucks, hockey sticks, and ice skate blades

Provides liability protection for operators and their agents or designees for failing to ensure a child is wearing a protective neck guard during participation
