Repeals and replaces sections 16a-25, 16a-27, 16a-28, and 16a-29 of the general statutes to revise Connecticut's state plan of conservation and development process, effective from passage.

Changes the revision schedule from a five-year to a four-year cycle, requiring the Secretary of the Office of Policy and Management to complete revisions by March 1 in each revision year, with no revision year later than four years after the previous adoption.

Expands plan revision requirements to address coastal flooding and erosion risks (after October 1, 2019), greenhouse gas reduction goals, technology infrastructure needs (after October 1, 2016), water supply and resource policies (after December 1, 2011), and Connecticut Heritage Areas (after October 1, 2009).

Requires each policy recommendation in the plan to include assigned priority, funding estimates with identified sources, responsible implementing entities, and implementation schedules; each growth management principle must have three benchmarks including a financial benchmark.

Updates timelines for the 2025-2030 state Conservation and Development Policies Plan to be submitted to the legislative committee by December 1, 2024, replacing previous 2013-2018 and 2012 deadline references.
