Prohibits the Department of Consumer Protection from issuing new licenses to conduct dog racing, effective October 1, 2022.

Repeals all existing dog racing regulations including requirements for pet adoption programs, employee hiring mandates, and year-round operation limits.

Removes dog racing references from pari-mutuel wagering tax provisions, off-track betting facility regulations, and employment requirements for state judges and stewards.

Eliminates dog racing from smoking and vaping restriction provisions in public facilities and removes dog racing performance fees from the chronic gamblers treatment and rehabilitation program funding.

Allows existing dog racing licenses issued before May 23, 1979, to be renewed by currently operating facilities only.
