Directs the Secretary of the Office of Policy and Management to examine the powers, duties, and responsibilities of police officers, firefighters, emergency medical responders/technicians/paramedics, and telecommunicators.

Requires examination of benefits available to each type of first responder, including compensation and workers' compensation benefits.

Requires examination of classifications assigned to each type of first responder, including state employee classifications, and any impacts resulting from differences in classification.

Directs the secretary to determine whether differences in benefits and classification among first responder types are appropriate based on their powers and duties, and to make recommendations for any necessary changes.

Requires submission of findings and recommendations to the joint standing committee on public safety and security by January 1, 2023.
