Requires the Commissioner of Public Health to develop a registration system for temporary nursing services agencies by October 1, 2022, with an annual registration fee not to exceed $750.

Prohibits temporary nursing services agencies from operating in Connecticut unless registered with the Department of Public Health, effective January 1, 2023.

Defines "temporary nursing services" as per diem or other temporary nursing services provided to hospitals or nursing homes, excluding fixed-term contracts of 90 or more consecutive days.

Requires the Commissioner of Public Health to adopt regulations establishing minimum qualifications for nursing personnel and mandating annual reporting on average daily fees and the percentage of fees retained by agencies after paying personnel salaries.

Applies to advanced practice registered nurses, licensed practical nurses, registered nurses, and registered nurse's aides providing services to health care facilities.
