Establishes a task force to study hydrogen-fueled energy in Connecticut's economy and energy infrastructure, effective upon passage.

Task force shall examine regulations and legislation needed for hydrogen ecosystem development, federal Infrastructure Investment and Jobs Act opportunities, workforce preparation initiatives, clean hydrogen sources (wind, solar, biogas, nuclear), brownfield site funding recommendations, and potential end uses of hydrogen energy.

Task force composition includes 14 members appointed by legislative leaders and officials: Connecticut Green Bank president (chairperson), electric and gas utility representatives, nuclear facility representative, building trades representative, three hydrogen technology manufacturers, three renewable energy advocates, two Hydrogen-Fuel Cell Coalition members, Public Utilities Regulatory Authority chairperson, Energy and Environmental Protection Commissioner, University of Connecticut president, and Connecticut Center of Advanced Technology energy director.

All initial appointments must be made within 30 days of the effective date, with the first meeting held no later than 60 days after enactment.

Task force must submit findings and recommendations to the joint standing committee on energy by January 15, 2023, and terminates on that date or upon report submission, whichever is later.
