Secretary of Office of Policy and Management must establish by July 1, 2024 a methodology for determining minimum affordable housing needs in each planning region and fairly allocating those needs to municipalities within the region.

Methodology must increase fair share goals for municipalities with higher property values, median income, lower poverty rates, or lower percentages of multifamily housing compared to other municipalities in the same planning region.

No municipality's fair share goal shall exceed 20 percent of occupied dwelling units in that municipality.

Each municipality must prepare and adopt a municipal fair share plan by January 1, 2025 (and every ten years thereafter) that creates realistic opportunities to achieve its fair share goal, including rental units, family-sized units, units for very low and extremely low income households, and supportive housing.

Secretary must submit a report to the General Assembly by January 1, 2026 concerning implementation status, municipal performance, and recommendations for compliance and enforcement.
