All towns, cities, or boroughs with a population of 25,000 or more must adopt an ordinance creating a fair rent commission by July 1, 2023.

Fair rent commissions shall conduct hearings, investigations, and receive complaints about rental charges on housing accommodations (excluding seasonal rentals of 120 days or less per year), including mobile manufactured homes and park lots.

Commissions may compel attendance at hearings, issue subpoenas, administer oaths, issue orders, and retain legal counsel to control and eliminate excessive rental charges.

Within 30 days of adopting the ordinance, the chief executive officer must notify the Commissioner of Housing and submit a copy of the ordinance.

Two or more towns, cities, or boroughs not required to create a commission may voluntarily create a joint fair rent commission.
