Requires all housing authority commissioners to complete training provided by the U.S. Department of Housing and Urban Development by January 1, 2023, and thereafter upon appointment for newly appointed commissioners who are not being reappointed.

Allows housing authorities operating more than 3,000 units to appoint up to two additional commissioners beyond the standard five, and allows any authority to appoint additional commissioners if needed to comply with federal regulations (24 CFR 964.415) or state law (section 9-167a).

Requires housing authorities receiving state financial assistance to provide tenants with written leases, contact information for management and local health department annually, procedures for hearing tenant complaints, solicitation of tenant comments on policy changes, and encouragement of tenant participation in authority operations.

Requires housing authorities to submit annual reports to the Commissioner of Housing by March 1 containing inventory of housing units, occupancy and vacancy rates, new construction status, rental housing sales or transfers, and audit results.

Mandates that housing authority commissioners annually contract with certified public accountants to conduct independent financial audits in accordance with generally accepted auditing standards.
