Repeals and revises Section 8-74 of the general statutes, effective October 1, 2022, concerning moderate rental housing project development procedures.

Requires the housing authority or developer to publish a notice of the project in a newspaper of general circulation in ten-point boldface type before development can proceed.

Mandates the Commissioner of Housing approve the site at least thirty days after publication and after considering public comments, including evaluation of plans, layout, and estimated development costs.

Requires commissioner approval of financing methods, proposed rents, income limits for admission and occupancy, and detailed expense and revenue estimates.

Updates gender-neutral language throughout the statute, changing references from "his" to "the commissioner's" and "it" to "such developer's" in provisions regarding rent schedules, tenant eligibility standards, and budgets.
