Repeals and replaces Section 53a-140 of the general statutes to expand the definition of forgery in the third degree to include falsely making, altering, or possessing vaccination records.

Defines "written instrument" to include paper or electronic cards or records provided by vaccine providers showing the date of COVID-19 vaccination and vaccine type.

Defines "COVID-19" as the respiratory disease designated by the World Health Organization on February 11, 2020, as coronavirus 2019, and any related mutations recognized by WHO as a communicable respiratory disease.

Establishes forgery in the third degree as a class B misdemeanor with an effective date of October 1, 2022.
