Limits Connecticut's recovery of public assistance payments to only amounts required under federal law, effective July 1, 2022.

Exempts recipients under 18 years old from repaying cash benefits received under aid to families with dependent children, temporary family assistance, or general assistance programs.

Prohibits state liens or claims against certain protected assets including housing discrimination settlements, court-ordered rent abatement, security deposits, and replacement property funds.

Requires collected funds from settlements or legal claims to first reimburse Medicaid expenses, then be distributed to child support services, with remainder applied to state assistance recovery only if federally required.

Mandates release of all existing liens filed before July 1, 2022 on real property or estates where recovery is not required under federal law or the amended statute.
