Modifies the Autism Spectrum Disorder Advisory Council structure to have three chairpersons elected by council members instead of one commissioner-designated chair and two elected chairs.

Requires that at least two of the three elected chairpersons must be from designated groups: a person with autism spectrum disorder, a parent or guardian of a child with autism spectrum disorder, or a parent or guardian of an adult with autism spectrum disorder.

Maintains the council's requirement to meet at least four times per year and allows additional meetings as requested by chairpersons.

Specifies that council members serve without compensation and the council shall establish rules for its conduct.

Effective date is July 1, 2022.
