Adds child abuse or neglect substantiated by the Department of Children and Families as a qualifying incident for victim compensation under the existing program.

Expands compensation eligibility for victims injured by operation of motor vehicles, water vessels, snowmobiles, or all-terrain vehicles when the operator violated specified impaired driving or reckless operation statutes, either through conviction or reasonable conclusion of violation.

Allows compensation for sexual assault, sexual abuse, and other specified violent crimes when the injury is disclosed to a qualified professional (physician, nurse, counselor, police officer, school official, etc.) or reported in a restraining order or civil protection order granted after a hearing.

Requires employees of the Department of Children and Families and children's advocacy centers to provide verbal and written notice to victims of their potential eligibility for compensation, the application process, and available compensation types and amounts.

Makes victim compensation orders inadmissible as evidence in civil or criminal proceedings to prove liability or guilt.
