Establishes a task force to study online child sexual abuse and exploitation in Connecticut during January 1, 2019 through December 31, 2021, examining types, frequency, grooming tactics, and investigation/prosecution barriers.

Task force consists of nine members including experts in prosecution and data analysis, representatives from Connecticut Police Chiefs Association, Alliance to End Sexual Violence, and Safe From Online Sex Abuse, plus commissioners from Children and Families, Emergency Services and Public Protection, and the Chief State's Attorney.

Initial appointments must be made within 30 days of enactment, with the joint standing committee on children selecting the chairperson who shall schedule the first meeting within 60 days.

Task force must submit a report by January 1, 2023 to the joint standing committee on children including the number of allegations reported, arrests, prosecutions, and reasons certain allegations were not prosecuted, while excluding victim identifying information.

Task force terminates on the date it submits the report or January 1, 2023, whichever is later.
