Adds volunteer fire departments and volunteer ambulance companies to the definition of "employer" under Connecticut's occupational safety and health law, effective from passage.

Creates an exemption allowing volunteer fire departments and volunteer ambulance companies to opt out of state occupational safety and health requirements if they can demonstrate they are regulated under the federal Occupational Safety and Health Act of 1970.

Provides that volunteer fire departments and volunteer ambulance companies shall receive only a written warning for their first non-serious violation citation, rather than the standard civil penalty of up to $1,000 for other employers.

Preserves existing workers' compensation laws and common law or statutory rights, duties, and liabilities for employers and employees regarding workplace injuries, diseases, or death.
