Commissioner of Education shall develop a model student work release policy by January 1, 2023, in consultation with the Chief Workforce Officer, Technical Education and Career System executive director, and Labor Commissioner, and report to relevant joint standing committees.

Commissioner may update the model policy as needed and must notify local and regional boards of education of any updates.

Commissioner shall issue recommendations by July 1, 2023 to boards of education regarding adoption of student work release policies that differ from the model policy.

Beginning with the school year commencing July 1, 2024, each local and regional board of education must adopt either the model policy, the most recent updated model policy, or an alternative policy based on commissioner recommendations.

Boards of education adopting an alternative policy must submit it to the Commissioner of Education for approval in a form and manner prescribed by the commissioner.
