• Prioritizes dual language grant awards to alliance districts or schools with 20% or more English language learners that partner with higher education institutions, community organizations, and include comprehensive educator recruitment and family engagement plans.

• Allows school districts receiving dual language grants three years to expend funds on expert partnerships, educator recruitment and training, and culturally responsive teaching practices, with unexpended funds carried over to the next fiscal year.
