• Modifies the Education Cost Sharing (ECS) grant formula for towns through fiscal year 2030, with full funding achieved by June 30, 2030, when all towns receive their fully funded grant amounts.

• Revises the definition of "grant adjustment" to reference the equalization aid grant amount for the previous fiscal year instead of the base grant amount, effective July 1, 2022.

• Establishes new funding mechanisms for interdistrict magnet schools and regional agricultural science and technology centers using a weighted funding model based on student need, effective July 1, 2025.

• Prohibits local or regional board of education operators of interdistrict magnet schools from charging tuition to other boards of education beginning school year 2024, and eliminates tuition requirements for Sheff-related magnet schools serving kindergarten through grade twelve.

• Creates a task force to study education funding issues related to equalization aid, charter schools, magnet schools, alliance districts, accountability systems, and staffing/compensation, with a report due by July 1, 2023.
