Changes science curriculum requirement from optional ("may") to mandatory ("shall") to include climate change curriculum consistent with Next Generation Science Standards, effective July 1, 2023.

Requires public schools to teach Native American studies in accordance with section 10-16vv, effective July 1, 2023.

Mandates instruction in reading using evidence-based methods covering oral language, phonemic awareness, phonics, fluency, vocabulary, rapid automatic naming or letter fluency, and reading comprehension.

Requires annual attestation by local and regional boards of education to the State Board of Education confirming they offer the mandated curriculum and that instruction is planned, ongoing, and systematic.

Provides exemptions for deaf and hard of hearing students from world language course requirements upon written parental request.
