Ceases state-wide implementation of edTPA preservice performance assessment on July 1, 2024, which was adopted by the State Board of Education on December 7, 2016.

Requires the Commissioner of Education, president of Connecticut State Colleges and Universities, and dean of the Neag School of Education at the University of Connecticut to jointly develop a new preservice performance assessment by January 1, 2024.

New assessment must consider positive and negative qualities of previous assessments, implementation methods in teacher preparation programs, institutional costs, reducing or eliminating student fees, and incorporation of evidence-based best practices.

Mandates the Commissioner of Education submit a report on the newly developed assessment to the General Assembly's education committee by January 1, 2024.

Requires all teacher preparation programs at Connecticut public institutions of higher education to administer the new preservice performance assessment beginning July 1, 2024.
