Defines aquaculture as controlled rearing and cultivation of aquatic plants and animals, and includes it within the state's definition of agriculture, effective October 1, 2022.

Restructures the Governor's Council for Agricultural Development and Innovation with expanded membership including representatives from urban agriculture, aquaculture production, beginning farmers, and the Connecticut Agricultural Experiment Station, with council recommending ways to develop innovative market opportunities.

Requires all agricultural and vegetable seeds sold in the state to be labeled in compliance with state regulations and labeled only by persons registered with the Commissioner of Agriculture, effective July 1, 2022.

Establishes temporary importation procedures for reindeer during the Thanksgiving to New Year's period with specific identification, veterinary inspection, and disease testing requirements, effective October 1, 2022.

Expands service animal licensing eligibility to include persons with any disability under a broader definition and requires the Commissioner of Agriculture to convene a working group to develop a statewide online dog licensing portal with a plan due by January 1, 2023.
