Commissioner of Energy and Environmental Protection must consult with the Connecticut Equity and Environmental Justice Council and submit a report by January 1, 2023 to the joint standing committee on environment matters.

Report shall include recommendations for revisions to section 22a-20a of the general statutes to prevent further concentration of affecting facilities in census block groups where 30% or more of the population consists of low-income persons with income below 200% of the federal poverty level.

Report shall also address preventing multiplicity of affecting facilities in distressed municipalities as defined in section 32-9p of the general statutes.

Act takes effect immediately upon passage.
