Establishes a task force to study the transition of the Materials Innovation and Recycling Authority's disposal management operations and develop recommendations for handling contract negotiation challenges.

Task force shall review ongoing contract negotiations, analyze obstacles including waste tonnage volumes and municipalities opting out of service agreements, and assess capacity of other in-state waste-to-energy facilities.

Consists of nine members: two appointed by House speaker, one each from Senate president pro tempore and majority/minority leaders of both chambers, the Commissioner of Energy and Environmental Protection, and two appointed by Governor (one must own/operate a food waste anaerobic digester).

Initial appointments due within 30 days of passage, with first meeting required within 60 days; Speaker and Senate president pro tempore select co-chairs.

Task force shall submit findings and recommendations to the joint standing environmental committee by January 1, 2023, and terminates upon submission or January 1, 2023, whichever is later.
