HB 5307 Summary

• Expands firearm permit issuance authority beyond police chiefs to include municipal chief executive officers (as defined in section 7-148) and designated state troopers or state police officers.

• Removes requirement that photographs accompanying firearm permit renewals be notarized or date stamped, allowing applicants to submit full-face photographs without such certification.

• Authorizes the Commissioner of Emergency Services and Public Protection to take fingerprints from out-of-state firearm permit applicants or conduct alternative positive identification methods for background check purposes.

• Modifies firearm transfer notification procedures to direct receipts to municipal chief executive officers (or designated designees) instead of borough wardens or town selectmen.

• Changes gun show notification requirements to allow promoters to provide notice to either the chief of police or, where none exists, the municipal chief executive officer (or designated designees).

• Effective date: July 1, 2022.
