HB 5308 Summary

• Transfers airport jurisdiction and property-taking authority from the Commissioner of Transportation to the Connecticut Airport Authority executive director, effective July 1, 2022.

• Removes state deposit requirement for federal/other moneys accepted by the executive director for airport purposes (Section 9) and allows municipalities to submit airport project applications to federal authorities (Section 9).

• Establishes mandatory aircraft liability insurance requirements of at least $500,000 per accident and $100,000 per passenger seat for all aircraft based or hangered in Connecticut, effective July 1, 2023 (Section 20).

• Makes the Tweed-New Haven Airport Authority independent from the Connecticut Airport Authority with no jurisdictional oversight or inspection authority by the state authority (Section 31).

• Changes Tweed-New Haven Airport Authority board composition to require at least ten of thirteen appointed members to have principal residences in New Haven or East Haven, and restricts Runway 2-20 length to existing 5,600 linear feet (Section 30-31).
