Commissioner of Transportation shall grant easements of state land in Waterford to the town at cost equal to administrative expenses, subject to State Properties Review Board approval.

Easements shall allow construction of an access road for commercial trucks and emergency vehicles from the Interstate Route 95 North weigh station to Waterford Parkway South to a commercial industrial zone.

Town of Waterford must use easements solely for constructing the access road and must retain full ownership; easements revert to the state if town fails to use them for the stated purpose, loses ownership, or leases any portion.

State retains rights to pass over easements for accessing state lands and to place and maintain utilities including electrical, water, sanitary sewer, telecommunications, and gas lines.

State Properties Review Board must complete review of the proposed easement conveyance within 30 days of receiving an agreement from the Department of Transportation.
